Offshore LNG bunkering to launch in second-half 2020 in Singapore

In Singapore, LNG bunkering via ship-to-ship (STS) supply is expected to launch as early as in the quarter to September 2020. In October 2017, the Singaporean government licensed Pavilion Gas and FueLNG to carry out LNG bunkering. Both companies ordered one LNG supply vessel each and the vessels are expected to be completed by the end of 2020. Subsidies from the Maritime and Port Authority of Singapore (MPA) are used to cover a part of the cost of the vessels.

MPA is aggressively supporting LNG bunkering via STS supply. Pavilion Gas is a 100% subsidiary of Pavilion Energy that is under Temasek Holdings, a state-owned investment company. FueLNG is a joint venture between Keppel, a major Singaporean company and Shell, an oil major.

FueLNG made a ship management agreement for a 7,500cbm LNG supply vessel with Kawasaki Kisen Kaisha. FueLNG which owns the vessel will conduct LNG bunkering while Kawasaki Kisen Kaisha will manage the vessel. FueLNG has performed truck-to-ship bunkering operations on land more than 160 times as of the end of 2019.
