Pertamina planning to expand capacity of Cilacap refinery in Indonesia

Indonesian state-owned Pertamina is planning to expand the capacity of Cilacap refinery in central Java with the goal of starting operation within 2025. The refinery capacity will be increased from the 348,000 barrels per day (b/d) to 400,000 b/d. In addition, by expanding the secondary units, the refinery will be able to increase the production of gasoline and gasoil by 80,000 b/d each and jet fuel by 30,000 b/d.

Initially, the expansion plan for the Cilacap refinery was to be conducted jointly Pertamina and Saudi Aramco. Pertamina and Saudi Aramco signed a Memorandum of Understanding (MoU) in May 2016. However, Aramco seemed reluctant to proceed with the project. As a result, Pertamina decided to carry out the expansion without the cooperation of Aramco. Pertamina is likely to proceed with the plan while seeking new partners.

In 2019, Indonesia depended on more than 50% of imports for its oil product demand, and this proportion is expected to exceed 60% in the near future. From the perspective of security, the government of the country is urgently expanding its domestic oil refining capacity.
