China's Energy Administration formulates 2026-2028 energy saving and decarbonization action plan

  China's National Energy Administration formulated an energy-related action plan for 2026-2028 to further promote energy saving and decarbonization initiatives. The plan indicates a policy to thoroughly implement energy saving and carbon reduction from energy production to storage and sales, focusing on optimizing the energy structure, improving efficiency, innovating science and technology, and strengthening policy support.

  The plan aims to intensify energy saving and carbon reduction in the fossil energy industry and to expand the substitution by non-fossil energy to promote the peaking of coal and oil consumption. Through this, the administration intends to comprehensively advance the decarbonization of energy supply and accelerate the transition to a sustainable energy system.

  By 2028, the share of non-fossil energy consumption is expected to increase by approximately 1 percentage point annually. For coal-fired power generation, the goal is to reasonably restrain coal consumption associated with power supply and to raise the ratio of power generation facilities meeting current energy efficiency standards by 15 percentage points. Furthermore, the plan aims to improve the utilization rate of green energy by promoting the construction of zero-carbon industrial zones, and by achieving significant progress in energy saving and carbon reduction in key industries.

  To achieve these goals, the action plan calls for initiatives in areas such as promoting energy saving and carbon reduction in power systems, improving efficiency in coal production and supply, strengthening energy saving and carbon reduction in oil and gas production and processing, promoting the substitution of fossil energy by non-fossil energy on the consumption side, innovating energy saving and carbon reduction technologies, and establishing policy mechanisms.
