The Ministry of Economy, Trade, and Industry (METI) in Japan on Oct 31 held the subcommittee for next-generation power and gas infrastructure to discuss measures for power supply this winter. Through the discussion, ensuring the minimum reserve ratio of 3%, the threshold for stable supply, even in the case of a severe winter, a class of once-in-a-decade, was confirmed in all nine power areas. As a result, following a year earlier, the METI decided not to ask consumers to save power.
In the Hokkaido, Tohoku, Tokyo, and Chubu areas, however, the ratio might fall to 4's % in January and February in the estimate as of October. While stable supply was counted, given the halt risk and proceedings of scraps of power plants, along with the recent extraordinary climate and the risk of supply under unstable international situations, a cautious stance might be required in power supply. Especially as for the supply risk from power plants, the problems cannot be solved soon because of structural problems, including deterioration of thermal power plants; in case of trouble of the plants, a spike in prices will likely happen. To handle the issues, the METI will take measures for adjusting maintenance in the case of emergencies.
