Europe discusses 2.5-year suspension of ISCC certification

The International Sustainability & Carbon Certification (ISCC), an international certification organization for sustainable products, recently reported that the European Commission (EC) had been discussing certification for waste-based biofuels. The EC was reportedly drafting a proposal to suspend the mandatory acceptance of ISCC-EU certification for two and a half years. ISCC stated that "this action is said to be subject to further legal scrutiny and will need approval by Member States," adding that the EC has not yet made a final decision on the suspension of the certification. The purpose of this meeting held by the EC was the sustainable certification and promotion of biofuels, avoidance of double counting, the Union database, and prevention of fraud cases. The meeting held closed doors.

Amid a surge in imports of bio-fuels from China and Southeast Asia, the discussion aimed to establish a system that prevented the downturn of the European biofuel business due to the influx of cheap, uncertified products and ensured the acceptance of certified fuels that complied with proper regulations. This came shortly after European fuel regulators announced in December 2024 that one-third of the used cooking oil (UCO) imported into Europe in 2024 was found to be fraudulent.
